Start with the money
List the offers, services, products, locations and customer segments capable of creating meaningful revenue. Do not start with keyword volume.
For each commercial unit, record average value, margin, sales capacity, conversion action and the reason a buyer chooses or rejects it.

Separate category, service, problem, comparison, pricing, local, industry, proof and informational demand. One page can own a close cluster. Two pages should not fight for the same job.
